When the slide moves on one axis of our boring mill it vibrates and jumps a little as it moves. Is this a ball screw problem?

No, the chances are it is not.
The problem is most likely in the drive mechanism for the ballscrew but could also be caused by stick-slip of the slide way or the slide being too tight.
